Kersten Wagner-Cardenal is a partner at our Hamburg office in the areas of public commercial law, environmental and planning law, and procurement law. He has many years of experience in advising municipalities and companies on organisational issues relating to infrastructure and the involvement of private individuals. His focus is on health care, waste and waste water management, real estate management and municipal infrastructure. Kersten Wagner-Cardenal has particular experience in the flexible structuring of procurement procedures, including the establishment of PPPs, as well as outsourcing and other procurement processes. A further focus over many years has been assisting in complex approval procedures for the infrastructure sector (power generation plants and routes, waste disposal plants, port facilities, highways, hospitals and refugee facilities).
Kersten Wagner-Cardenal is on the board of the Hanseatic Bar Association and the Internationaler Umweltrechtstag Hamburg e.V. (International Environmental Law Conference Hamburg).
He is co-editor of an academic commentary on public procurement law (VgV/UvGO) put out by the Beck publishing house.
